Central Government
General
The Central Government is responsible for Foreign Policy including aid and Defence the making of laws and the decision to go to war. To provide oversight of the governments below them.
All laws proposed by the central government must pass through both chambers, before they become effective. Then they are then signed off by the president/monarch
The authority of the Central Government covers the following area.
1. Nominate people to the Supreme court for approval by both chambers and all country governments.
2. Propose Laws for approval by both chambers and approval by each country government. (Each country can reject the proposed law and it will not apply in that country)
3. Set levels of Duty on all goods. Needs approval of both chambers.
4. Set “transfer tax levels” See Tax System see Transfer Tax system Here
5. Take the Nation State to War. Will need approval by both chambers retrospectively if it cannot be done in advance.
Responsibilities of the Central Government
1. Finance the armed forces.
2. Finance foreign aid
3. Collect and set import Duties
4. Set categories for duty and for transfer rates
5. Set minimum levels “transfer rates”
6. Set minimum Basic minimum income levels.

Country/Regional Government
General
The Governments are responsible for the making criminal law that does not undermine any law already made by the central government and to provide oversight of the Local councils below
The Councils are responsible for the Health, Justice System, Education, Property Ownership, Transport Services and Social Services.
Taxation
Incomings
Transactional tax.
The local council will be responsible for setting, collecting and spending
sales taxes based on the sale price. (see Taxation section)
Collect business taxes (Capital Gains and Corporation/profit Taxes).

Property registry
All land will be recorded against a “Tax Unit” or government body and will be assessed as to its value (Good agricultural, Poor agricultural, Forestry, Recreational etc. graded 1-12) see land/property registry.
Local
Councils/Municipalities
General
The council will keep a list of people in their area who are willing to work for the council with their skills so they can be called upon if required. They will endeavour to provide services in house and only bring in outside contractors for one off jobs or where a level of expertise is not available to the council.
Housing
Non council owned Residential housing, set and collect tax depending on square footage. Central government will set the basic minimum, see housing section.
Build minimum size properties for 1, 2 and family units (see residential tax units). These properties will be known as temporary accommodation units and constructed to the Minimum square footage, see housing section. They will be built to the highest environmental standards with grants from central government. The tenants will pay a minimum rent to cover the maintenance and upkeep of the property.
Energy
The council will create local green electricity generation, this will be used for the cheap 8 kilowatt allowance for all residential properties.
Taxation

The local council will be responsible for setting, collecting and spending
residential property taxes based on the square footage. (see
Taxation section)
Collect business property taxes and land taxes for any land not exempt,
depending on square metres/acreage.
Taxes on behalf of regional councils to passed to directly to regional councils.
Complaints
A complaints/improvements phone line/Web site will be advertised to report
shortcomings of public institutions (including itself) and customer facing
companies operating in their area. If the amount of complaints reaches a
certain level or severity investigation will take place. If any individual is
suspected of breaking the criminal law they must be reported to the police. This system will replace OFSTED.
Immigration
Assess asylum seekers claims for residency, if rejected

Law and Order
Law:- Set
laws which only cover their area. These will be restricted to people in their
area. See cr
Outgoings
The money collected will be used to finance the residential roads, sport
facilities, parks, libraries, maintenance of council property and other
amenities in their area. Any excess can be used as they feel fit for the
benefit/enjoyment of the local community. i.e. arranging community events,
festivals etc.
Allotments
Ideally the council will provide as many allotments as people who want them, which will be rented at a nominal sum.
The tenant of the allotment will be expected to keep them in a reasonable condition and be used principally for growing fruit and vegetables.
Footpaths/cycle
ways
The council will be responsible for keeping both cycle ways and footpaths in reasonable condition.
Rubbish recycling
The council will provide recycling facilities and rubbish sites.
A combination of static sites around their area near shops etc. and collection services.
Residential Homes
The council will provide residential homes for long term residents who can no longer look after themselves.
These centres will not provide nursing care.
Local Hospitals
Will be set up in conjunction with the residential homes, which will provide levels of service relevant to the area, see health
Work/Work Hubs
The council will provide work/training for anyone that wants it. They will set up in village halls community centres work hubs with internet access. These facilities will be set up as “Local Offices” near home. To encourage people to go to work near home. These will be paid for by the employee.
Working times will be set by the council and they will provide a technical helpline regarding the equipment.
Head of State
The head of state will be proposed by the central government
and approved by 66% majority of country/regional governments.
This is a ceremonial role but can refuse to sign off any bill, in this case the
bill, the bill will need to be approved by all regional governments and
chambers. If approved the incumbent will offer his/her resignation and the
process of appointing a new one will begin.
