A FEW FACTS THAT THIS
MANIFESTO IS BASED ON
1.
The planet’s atmosphere is
getting warmer, because we (the planet is) are creating/importing more
heat/energy then we are exporting.
2.
There is no housing problem,
(the market in houses is thriving) The problem is Homes
people need homes!
3.
All people are of equal worth.
4.
Economic growth (GDP) is not
essential for a happy life. (A billionaire’s GDP is vastly greater than most,
thereby has disproportional influence on governments that put GDP as a major
objective)
Overview
These
policies outlined below aim to be fair
to all giving incentive to the ambitious and support to the unfortunate and
fulfilling its obligations under the United Nations
declaration of Human rights.
If these ideas are adopted by a significant number of societies, countries, we
believe that it would lead to a more harmonious world which can benefit from
the great things this planet has to offer. This end needs people, especially
politicians, to have an altruistic attitude, a belief in our children and faith
in the goodness of man.
Vision
Create
a world that is sustainable for all, where no one is in need of the basics
(warmth, food and shelter).
Main
priorities

roles
There will be three levels of government, Central, Country/Regional and Local see

Minimum
wage
The minimum
wage should be phased out as universal basic income is rolled out.
Ownership
What should be in the State Sector
There
is an increasing use of artificial intelligence to make decisions as against
people making them. These people should be under the control of society to the
benefit of all not just the few who own the system. All monopolies should be
under state control so all profits go to society not to individuals. The way
the internet has developed has led to International Monopolies these should be
under the control of the states where they operate and taxed as such. (All
sales generated in a country should be subject to the sales (transaction tax of
that country, including P&P)
All monopolies and utilities should be under state control so all profits go to
society not to individuals, this should be a general rule. Many industries only
contribute a maintenance role and produce nothing i.e. internet and green
energy suppliers for example. These industries should be looked at on an
individual basis. And local governments should be encouraged to sponsor/own
local energy generation projects.
This
should never be used to a detrimental effect of under mining innovation or
experimentation. This can be accomplished by the state investing in engineers
and scientists with the remit to find more efficient ways of doing things with
no blue sky thinking. Holding brain storming situation including cabinet

The
hospitality sector and where there is a thriving competitive market should
never be in the state sector.
Autonomy
Power should
be devolved to the most locally elected appropriate authority. i.e. Any residential planning should be in
the hands of lowest elected local authority. Any individual or legal identity
can appeal to the next level of government authority whose judgement will be
final. There should be a police force under each elected authority and
responsible to that authority. See law
The local government will be responsible for the collection and spending of
property and wealth taxes. Transaction taxes will be collected centrally;
capital gains will be collected by local authorities and passed onto central
government. Grants from central government will be phased out. see merge land registry
and planning for planning regulations.
Every
council will support horticultural activities and provide 250 square metre
allotments for as many local residents that want them and provide advice etc.
about the best things to grow in their area.
Family/personal
residential Tax Units.
Every family will be
treated as a Tax unit and all transfers of money etc. between family members
will not incur any taxation.
An
age limit will be set so when the child reaches, say 25, or on marriage,
thereby they will form a new Family Tax Unit, they will then leave their
previous Residential Tax Unit.
Exceptions being made for seriously disabled relatives.
This gives the chance for parents to give
their children their inheritance when they will need it most as opposed to at
their point of death. There will also be a minimum sum that can be given in
presents etc. after they leave the tax unit. All transactions between tax units
will be taxed at the prevailing rate as decided by the highest authority. A
family tax unit can be only one person and can be setup by anyone over 18 years
of age.
All Family tax units will receive 10 kilowatt hours of electricity per day,
either from their own generation or from the grid. After the amount used every extra
kilowatt hour will incur duty of £1 on consumption unless generated locally
i.e. by residential associations.
Business Tax units
A
company must register as a Business Tax unit which allows all transactions
within its business to be tax free. Any payments to outside tax units including
to employees will be subject to the standard tax at the rate as decided by the
authorities. See H. A family tax unit can
also perform as such if they do not have employees outside their Tax Unit.
Business Tax Units can be, privately owned, shareholder owned, (dividends taxed
as it leaves the unit, if recipient is a Tax Unit no extra tax will be incurred)
or publicly owned by any government body.
More information
Tax
a. Income/transaction tax
(between Business Tax Units and Residential Tax Unit) will be defined as a
percentage, the base rate by the Nation State, this is added to by district
down to the lowest government body.
The Nation State will decide on the base rate.
On labour as follows:-
The government then the area, then the town. This will be levied on all
transactions between Business Tax Units and Personal/Family Tax Units. i.e. the nation 30%, 5% by County Council,
2% by District Council and .5% by Town/Village Council giving a total 35.5% on
money earned. A higher level for high earners in the same proportions. (say 10% higher thereby (33% to Nation, 5.5% to county, 2.2%
to District Council and .5% to local village/town.)
on Food Stuffs 0%;
on electronic goods 10% ;
on carbon ranging from 5% to 200%;
This will also replace VAT. Tax will be paid on first penny earned
b. Capital Gains Tax will be set
by the Nation State and collected by the district council.
c. Wealth Taxes set on all assets
under the control of any residential tax unit/government.

d. Energy Tax, ring fenced for
investment in public transport.
Inheritance Tax at the point
of death will be abolished but people remaining in the tax unit will inherit
without tax. If no one is left in the Tax Unit the assets will be added to the
recipient’s income see above.
Drugs
All drugs should be legalised
and controlled. All drugs, as defined by the government) should be purchased
through chemists where proof of identity must be taken and recorded. If people
are found in possession of drugs not via a chemist should be taken to court.
The definition of what is a drug needs to be defined as something the
individual decides she/he feels is controlling him/her more than them being in
control. This hopefully this will
decrease the drug related crime.
Law and Order
Detention
in prison should used
to rehabilitate the inmate. If a person is found by a court of law guilty (see Justice
here)
If a person commits theft or
other minor offence they should be assessed and if required a secure home
environment say up to 20 inmates with a warden in the local area of the person convicted. The
person should have restricted access to the outside world. i.e. if it was decided by the that drugs or alcohol were instrumental
in the crime they are not allowed to do these
activities. If they do curfews should be enforced. If bad behaviour continues
eventually outside access will not be allowed at all.
All fines should be based on
the wealth of the guilty.
The fine will be based on his/her income, plus 2% of the wealth (over £200
000) of his/her residential tax unit. (plus 0.5% any wealth of business tax
units of which she/he is director)
Farming
Farmers/landowners
should not be subsidised. This has over the years has over inflated the value
of land and allowed many landowners vast amounts of money while not doing very
much. Food produced could be "subsidised" this could be organised by
the state deciding what is required/needed at least a couple of years in
advance. Through a buffer stock system. (Say the government wanted a 100 tons of wheat on a rotating two year
cycle)
Farmers if they
wish could grow any crops they wish to and sell them on the open market.
This works by a
body deciding on a guaranteed price for certain crops, and if appropriate the
sell price. This should include plants like trees and habitat enhancements as
well as food crop.
All subsidies
will be paid on production of the goods. In the case of crops that take more
than a year an interest free loan will be made. There will also be grants
awarded for habitat improvement where no crops are
Communication
All communication
networks should be provided by the state free of charge with a charter stating
that nothing will be recorded by the state. Freedom of speech should be
encouraged, within platforms that broadcast the view of the individual to
others that have an opposing view. The difference been opinion and facts, based
on repeatable experimentation or logical commonsense connections. Public
forums, social media will be monitored by the state for “encouragement
to commit criminal actsâ€. This will
include any private groups of over 1000 participants.
Environmental
Encourage the
integration of all power grids worldwide therefore cutting back on battery
requirements. Electrical generation from solar, wind, tidal throughout the
world. Power should be cheaper the nearer the source you are.
Animal
tax, domestic animals need to taxed for their welfare and they do nothing for either
global warming or biodiversity. It is understood pets give emotional to many so
this tax should be set at an affordable level by people living on the basic
income.
Removal of tax
advantages to charities, and giving elected representatives amount to give to
local good causes in their areas which are publicised on the government
websites.
Property
tax on residential property, X square foot FREE per adult, more than X, Y per
square meter, Y increasing as the as the square footage changes. This
allows the poor who in need property to have reduced costs while also
penalising the ones who have more resources and then they pay for the
privilege. Overall this will encourage the optimum use
of housing. Second
properties and foreign owners should pay the maximum per square meter.Â

Social
Care
All
residential homes/hospitals will be assumed to be exempt from the Residential
Tax see I and L. Care institutions will receive the basic income of the patient
with any added enhancements, that are applicable see above.
Health
The NHS is a
Great British Asset,
All newly NHS/UK‚ medically trained
staff will be expected to work exclusively for the NHS for 10years.
Point of contact will be changed from the General Practitioner(GP)
to Medical confidant, who will need limited amount of
training with limited powers. These people will have the power to arrange tests
and request appointments with the GP, they will also
be able to sign a limited number of prescription drugs. As their
experience/ability increases the GP will be able to award them greater
responsibilities and financial rewards. Eventually becoming a GP themselves.
Training Hospitals
Specializations, will require different levels of training which will be
undertaken in training hospitals. Which will though out be part practical/part
theory. Some procedures are simpler than others. Once the trainer thinks the
trainee can undertake an operation she/he should under
supervision. Then one his/her own with a help button.
These training
facilities will be run by experienced surgeons with a small number of
independent nonmedical staff to deal with complaints, from either students,
staff and patients see complaints systems.
A computer system will be developed to hold all patient records, accessible via
the residency card, or by the GPs surgery of the resident, who can request
tests and treatments for the patient. The system will allocate a time and place
for any treatment/test. There will be alternative options provided when and if
available.
Child
benefit removed.
Most
adults want children to carry on their line but society needs less for the
greater good of the planet’s population. To be replaced by Universal
Basic Income see above
Everyone
in the UK will either be:-
a. Visitor/tourist (citizen and
resident of another country) (short term visitors)
b. Resident of UK with a card
linked to a residential unit, entitled to all benefits offered by UK State.
c. All immigrants wishing to stay
will be issued with a limited residential card, which will allow them to work
but not to claim any benefits (except accommodation tax allowance). There
residency status will be upgraded after 5 years, unless they have broken any
significant laws in that time.
d. Asylum seekers will initially
be treated as All Immigrants above. Then apply for full residency and if found
to be genuine granted full residency.
e. Business Visa issued with a
Foreign ID card. Allows individuals to invest in UK but not entitled to any
benefits at all.
All
UK Embassies/consulates will process all visa applications to the UK, tourist
and temporary residency application.
Other
application offices will be set up near areas of need. i.e. countries at war.
Citizenship
will be granted to those residents after 5 years and pass a test.
All
people born in the UK will become citizens. No UK citizen can hold more than
one citizenship. If they wish to become a citizen of another country
They are free to do so but thereafter the UK government has no responsibility
for them.
This is a small effort towards
world peace and understanding.
Education
The head of
the school should be given free rein to run their school, to counter balance
this parents and teachers should have access to a phone line and a complaints book anonymously, if requested to
report any shortcomings to the local authority, if the complaints reach a
critical level the local authority should investigate the matter and bring the
two parties together and hopefully resolve the issues without referring the
issue to the courts, see below. All
should be cover a) learning a trade/hobby something of interest to the child
i.e. sport, acting or craftwork etc.. b) a objective/questioning mind, c)
spiritual and psychological support as well as literacy, mathematics etc. The
assumption that teachers know best should be a given. The objective must be
giving those being educated confidence and a questioning mind. All forms of
propaganda must be avoided including religious practice of all sorts.
The
curriculum will be decided by the regional authority and regulated by the local
authority.
University
University
should be available to all based on ability alone to encourage excellence, no
cost should be involved as potentially this will benefit the society and if
they earn more this should be reflected in the tax system see above. Also it would keep the best talent in the society they were
educated instead of going elsewhere therefore not paying the charges for their
education. Many people are brilliant at
mending machines or programming computers where they can learn the skills on
the job.
Complaints
about Government bodies
An
independent panel, made up of the judiciary, with a secretariat, if the
complaints reach a critical level the body should be brought to court and the
authority/individual ordered to justify their actions. This will be via a manned phone line.
Accountability
All
professionals and businesses including government run organisations, i.e.
Health education etc.ÂÂ
should be given autonomy, with a complaints system. Thereby the
state only checks up on the business/professional when complaints reach a
trigger level through a phone line, email or any other as above.
Drugs

Charities
They
should have no special tax advantages. Elected representatives should be given
a sum of money to distribute to good causes in their areas. These donations
will be made public so their voters will know their priorities. The amount
should vary depending on the level of the government authority they represent,
and decided on by the highest level of Government. The Charity Commission
should continue so people know that charities are scrutinised by an independent
body where they have to submit their accounts which will be published both on
the charities website and that of the Charity
Commission.

Conclusion
In
a changing world, all societies should embrace each other and not go into
little enclaves with possibilities of conflict. Where this has happened
throughout the world in the past where kings and presidents told their peoples
their enemy’s country is evil, while we are sure most of the permanent
residents of the enemy, country are much like you and
me and not like the rulers.ÂÂ
Every child needs an equal opportunity to get to be the president
or king of their man made defined physical area.
Throughout history we have created bigger and bigger societies elating a fewer
and fewer individuals to positions of power. This has the advantage of bringing
peoples together but education is paramount. History tells us that cooperation
is more beneficial then conflict, honesty is better
than deception which leads to misunderstanding. Knowledge is power for the
greedy who want to keep secrets so they can exploit the uneducated. The
greatest judge is publicity so why hide it!
The
object of this manifesto is to try and make sure the everyone is protected
while protecting the environment.

1. Local
councils to
invest in, funded by Taxation and put under public ownership.

Permanent residents are people who contributed to
society for 5 consecutive years. (which includes asylum seekers)
Citizenship offered to all permanent residents who have lived
in the state for 5 years or more depending relinquishing all other citizenships
if they have any. All their children under 18 will also become citizens. This
will entitle them a Passport from the state.

Unit.
A. Tax
on transactions to other tax units, variable rates according to product. (see
lists Annex D)
B. Tax
on property depending to size square footage. Storage property set at a higher
rate than manufacture and higher than retail.
The
current tax system in UK if you earn £40 000 = 25% of your income is approx.
£10 000.(£9,136 as in 2021/22 take home £30 000.
New
system
If
the minimum income is set at £5000 a year per adult and earn and you earn £40
000 total £45 000, £15 000 tax so the take home pay is the same £30 000. 33%
of total income to Government as above
If
you earn £30000 you pay £10000 total take home £25 000 (inc
basic income)
If
you earn £100,000 you pay £33,333 leaving £66.666 plus therefore take home
£71,666 Income is

Utilities
Energy
Every
resident (based on their tax unit) will be entitled to 2 kilowatts hours per
day (730 kilowatt hours per year) at a price set by the regional government,
initially set at £315 per year . The energy companies
must cover any losses by increasing the prices above this amount used by
households. The standing charge will be abolished.
Water
The
same principle will apply for water 5 gallons per day per adult free, again the
water companies will recoup any losses from the higher tariffs. The standing
charge will be abolished!
TAX
Duty based on green credentials and alcohol etc.
Transaction/income
taxes levied on transactions between Tax Units. Rate depending on type of
commodity. Food 0%, processed food 5%, Standard rate 20%, luxury goods 50%
labour (payments from business units to residential units for labour) 40%.
Business Property 40% (which allows a business to sell a business property)
These payments are refundable like VAT, until reached a residential tax unit or
point of consumption. This brings VAT and INCOME tax together.
Capital
Gains Tax 40% levied at time of sale of non-consumables between Tax Units.
(minus inflation since time of purchase) This applies to business units closing
down or residential property sales.
Wealth
Tax All residential tax units will be required to declare their worldwide
property and will be liable to .5% annually on total assets valued over
£1,000,000. All land will be owned by a residential unit, not a business unit
which will pay a residential unit a tax deductible
rent for the land. The residential unit will pay 40% tax on this rental income.
(on sale of the land capital gains rules will apply)
